Alberto Rafael Rivera Fournier is the Ethics Officer at the Inter-American Development Bank (IDB), a role he took on in April 2018. In this job, he advises management and staff on applying the Code of Ethics and Professional Conduct, oversees investigations of alleged misconduct, and leads training programs aimed at strengthening ethical culture and institutional awareness about integrity.

Before joining the IDB, he worked as Associate Inspector General for Administration and Strategic Initiatives at the Office of the Inspector General (OIG) of the Board of Governors of the Federal Reserve System and the Consumer Financial Protection Bureau. In this role, he led strategic planning, operational management, organizational well-being and performance, as well as communications and institutional relations with Congress and the media.

Before his work at the United States central bank, he worked as a legal advisor to the Inspector General of the Export-Import Bank and as a legal advisor to the Inspector General/Deputy Inspector General for Administration at the United States Government Printing Office.

His background also includes early experience as a lawyer at the Federal Trade Commission, where he worked on consumer protection cases; at the U.S. Office of Special Counsel, where he took part in investigations and disciplinary processes for federal employees; and as Deputy Legal Director of the Puerto Rico Administration of Federal Affairs.

Mr. Rivera Fournier has a Bachelor's degree in Letters in Latin American Studies from Wesleyan University and a Juris Doctor with honors from George Washington University Law School.

His legal background and experience in oversight, public ethics, and compliance have made him a go-to person for promoting institutional integrity and strengthening ethical frameworks in complex organizations.
